Otho Franklin Kelley "Frank", 74, of Lepanto, AR passed away May 19, 2023 at Flo & Phil Jones Hospice House in Jonesboro, AR.  He was born January 13, 1949 in Armorel, AR to Ozell and Evelyn Herron Kelley, Sr. He was a retired farmer, a member of Harvest Fellowship Church of God in Manila, AR and a resident of Mississippi County for 70 years. Mr. Kelley was preceded in death by his parents, his wife Gladys Kelley, four brothers Jerry Kelley, Monty Kelley, Jimmy Kelley and Ozell Kelley, Jr. He is survived by two sons Greg Kelley of Lepanto, AR and Tony Kelley of Manila, AR, one daughter Lisa (Johnny) Hillegas of Lepanto, AR, five brothers Joe (Rita) Kelley of Clinton, KY, Richard (Patty) Kelley Arbyrd, MO, Robert (Jeanette) Kelley of Holland, MO, Glenn (Aletha) Kelley of Jackson, TN and Jackie (Ann) Kelley of Leachville, AR, two sisters Sharon (Jimmy) Reed of Manila, AR and Marie Rustin of Yukon, OK, nine grandchildren and ten great grandchildren. Visitation will be Monday, May 22, 2023 from 6-8PM at Wilson Funeral Home in Osceola. Funeral Services will be Tuesday, May 23, 2023 at 11AM at Wilson Funeral Home in Osceola with Bro. Scotty Riley officiating. Burial will be at Louise Chapel in Joiner, AR. Wilson Funeral Home in Osceola is in charge of the services.
