Ms. Joan Kay Fultz, 64, of Jonesboro, Arkansas passed away on July 28,2026 at Flo and Phil Jones Hospice House in Jonesboro, Arkansas. Mrs. Fultz was born on August 8, 1961 to Mr. John Lee Fultz and Mrs. Mildred Smith in Hayti, Missouri. Ms. Joan Fultz is preceded in death by her parents; one son Elrie Lee Riggins Jr. She leaves to cherish her memories one daughter Carrie Payne of Jonesboro, Arkansas; two sisters Kathelene Cotton of Jonesboro, Arkansas and Mildred Fultz of Killeen, Texas; Three Grandchildren.
